An UFO is an Unidentified but Factual Observation. Something strange which occurred to you and for which you seek an explanation. However, everything is not an UFO :

• Unidentified means that you can't explain what you've observed. Please ask your neighborhood or your companions before to claim something is unidentified. You may just lack of knowledge to identify some observation. To avoid false reporting, always verify the unidentifiable nature of your observation.

• Factual means that you was in good conditions during your observation and you can report it with clear details. If you were drunk or under the influence of mushrooms from the Cloaque, please refrain to report to the OMOUP. In any case, the consistency of your testimony will be rated. Any testimony with a consistency below 0.3 will not be analyzed.

• Finally, an observation can be many things: some one, some place, something else or a phenomena. In fact, it can be anything which happen to you.

To avoid you to report meaningless things, please find below a few (but real) examples of what are NOT an UFO:

• A woman which is not your neighbor's wife enters in your neighbor's house every night. → Your neighbor is probably seeing someone. Ask his wife, if she's still alive. Otherwise, report to the guard.
• …

If your testimony has been accepted, it will be firstly ranked according to two criteria:

• The consistency of your testimony,
• The strangeness of your observation.

All testimony with a consistency below 0.3 and/or a strangeness below 0.3 will be categorized as “non UFO”. All others will be categorized as “UFO to be analyzed”.

After its analysis, an UFO is categorized:

• Cat. 4 UFO are clearly explained. We have tons of evidences. Nothing strange about it.
• Cat. 3 UFO are almost explained, even if some doubts are remaining. Not all evidences are available, but it's sufficient. Really.
• Cat. 2 UFO could be explained but proofs are lacking. We keep the case opened and we will probably downgrade it to cat. 3 when we got time.
• Cat. 1 UFO are unexplained. We have none of them in the archives. Please don't ask for them, we REALLY don't have any of them. Even in the attic.
