This district owes its name to the fact that its inhabitants are exempt from all taxes paid by the Laelithians (apart from exceptional taxes, such as those intended to finance the customary celebrations during the advent of a new God-King). This “exemption” dates back several centuries. While historians debate the name of the God-King who established it, one thing seems certain: it is linked to the fact that the district is only separated from the Punishment by the Ladder in the Sky. This proximity could well have led its inhabitants to flee the area, allowing - who knows? - an extension of the Punishment, which no one wants!

In any case, no one has dared to remove this privilege. The attempt to “normalize” a district of the Punishment, the Reconquest, did worry the inhabitants of the Dispensation for a moment, but the lack of success of the affair soon reassured them.
